The Technology Platforms Division (TPD) drives the growth of the Rakuten Ecosystem by delivering innovative, high-quality technology platforms characterized by integrated control and strategic partnerships.
Within TPD, the Telecom Business Application Supervisory Department (TBASD) develops and maintains a unified, high-quality Business Support System (BSS) for Rakuten Mobile. We deliver agile, scalable solutions across the customer lifecycle and continuously enhance system performance through close collaboration with stakeholders.
Department Overview
At BSS Development Department (BSDD), we are managing and evolving the Business Support Systems (BSS) platform, a critical backbone of Rakuten Mobile services. The main functions that BSS provides are: end-customer touchpoints (front-ends, mobile applications for onboarding and for plan management), billing and integration with the core systems of Rakuten Mobile.

The Enterprise DX Product Management Section smoothly and reliably provides low-price, high-quality services to many customers through the development and operation of information systems (BSS: Business Support System), the provision of enterprise MVNE services, and voice services. We are continuing to build and develop systems for delivery and use, and as a start-up established 3 years ago, we are looking for more team members to help our business expand further.
Position Details
As an Application Engineer for the Voice BSS product, your responsibilities will be as follows:
- System development and operations of business systems for our voice (phone) services, such as application receiving, mobile phone services opening, billing, and invoice management, etc.
- BSS development: planning and coordination, requirement definition, outline of design, testing support, release management, etc.
- BSS operations: operational design, work coordination/implementation, and project management.
- System incident management.
- Vendor control/management.
- Stakeholder coordination/reporting, including to BSS Development Lead/Operations Lead.
Mandatory Qualifications:
Skills/experience (7 years+) with the following IT systems/tools:
- Operating systems such as Windows, Linux, HP-UNIX, Mac OS.
- Programming experience in one or more languages: Java, C, C++, Perl, Python, Shell, SQL, PL-SQL, JS, JSP, HTML, CGI, PHP.
- Mid-level proficiency in MS Excel, PowerPoint, Access.
- Databases such as Oracle, MySQL.
- Knowledge of protocols and experience with APIs such as SSL, FTP, SFTP, HTTP, HTTPS, SOAP, REST.
- Resource management tools such as SVN, Git.
- System development skills/experience (system development planning is also acceptable).
- System operation skills/experience.
- Stakeholder coordination skills.
- Incident management skills/experience.
Desired Qualifications:
- Telecommunications industry experience.
